Proposal Requested for Animal Feed Protection Regulation by Commission

In the city of Dietzenbach, local authorities are taking action to address an increasing issue with pests, particularly pigeons and rats, that have been attracted by uncontrolled feeding of food in public spaces.

The city administration considers targeted feeding as a significant cause of the problem. As a result, they are urging residents to refrain from feeding in public areas to prevent further spread of pests. This action is considered a public order offense because it attracts unwanted animal populations and encourages human imitators.

To raise awareness about the issue, the city is distributing flyers titled "Rats in the City" and "Rats in Home and Garden" to inform residents about preventive measures for pest control. The Dietzenbach city police is also increasing patrols at the affected sites to contain the problem.

Officers will clarify with residents the consequences of illegal animal feeding and inform them about possible fines. Higher fines may be imposed in case of recurrence. A culprit has already been identified and fined 150 euros for repeated and large-scale pigeon feeding in the open air, in violation of the Hazard Prevention Ordinance.

The area around Wertheimer Way, near a large parking deck and a playground, has a high concentration of these pests. Visible entrances to rat tunnels and dens, including manhole covers, have been observed.

On private properties, it is the responsibility of the property management to take measures such as setting traps to prevent further spread of pests. If increased pest problems are a concern, these regulations typically exist to discourage public feeding that can attract pests like rats or seagulls, thereby protecting public health and cleanliness.

Mayor Dr. Dieter Lang has stated that bird food has been regularly distributed at the location, likely without malicious intent and possibly for religious or cultural reasons. The city administration aims to achieve long-term improvement through increased patrols and education.

For precise information on Dietzenbach’s regulations and penalties regarding animal feeding in public areas, it is recommended to consult Dietzenbach’s municipal ordinance (Satzung), contact the local Ordnungsamt (public order office), or check the city’s official website for pest control guidelines and feeding regulations.

The city police are stepping up their patrols in affected areas, educating residents on the consequences of illegal animal feeding and potential fines for repeat offenders. In addition, the mayor has expressed concern about bird food being distributed in some public spaces, possibly for religious or cultural reasons, which may contribute to the pest problem.
