In the region of Baden-Württemberg, there are no specific funding programs explicitly aimed at covering city management personnel costs. However, a variety of broader funding initiatives and programs exist that could indirectly support such costs.

One such program is the ERDF Programme 2021-2027 for Baden-Württemberg, which focuses on enhancing innovation, skills, and resource efficiency with a substantial public investment budget. This program primarily targets technological innovation, smart skills, and sustainability projects, but it could potentially be leveraged for staffing costs in project implementation under its priorities like “Skills for smart specialisation and transition” or “Supporting innovation in companies.”

Another initiative is the KI-Allianz Baden-Württemberg and Zukunft.Raum.Schwarzwald, which offer funding opportunities for smart city and digitalization projects. These may include personnel costs if integrated within a project proposal.

The International Master Programme Smart City Solutions (SCS) at HFT Stuttgart may prepare city management personnel through education, but it does not directly fund personnel costs. Other research and innovation funding, such as the Eucor MobiLab Roadshow, aim to promote sustainability research with participation opportunities, though not directly targeting personnel costs for city management.

Given the lack of direct, dedicated funding for city management personnel costs, direct consultation of the Baden-Württemberg state government or related municipal funding agencies would be advisable for precise current funding eligibility and application procedures.

Meanwhile, in Ludwigsburg, the city center association Luis has been working tirelessly since 2008 to ensure the city center remains diverse. However, the association is facing questions about the value of its employees' work due to tight city budgets. To present a neutral result, the association has commissioned a scientific evaluation of its work. City manager Markus Fischer hopes that the evening of the evaluation presentation will show that the city center is strengthened when someone takes care of it on-site.

In a separate development, the revitalization of the city center in Marbach will be temporarily abolished from autumn. Firefighters in Konstanz made headlines recently when they rescued a chameleon from a tree.

Despite increasing membership numbers, some representatives of local politics are not satisfied with the Ludwigsburg city center association, according to city manager Markus Fischer. The evaluation involved surveying members and 1,200 passersby. The results of the evaluation will be presented at a public event on October 1.
