Merz Marks Historic Shift: Germany's New Doctrine of Independence from US

Incoming Chancellor Friedrich Merz has marked a historic turning point in Germany's strategic thinking at the Munich Security Conference, articulating a new doctrine of step-by-step European independence from the United States. This announcement, following US Vice President JD Vance's speech, signals a second 'Zeitenwende' for Germany.

Merz's doctrine challenges the long-standing German policy of relying on the US for security, a policy that has been in place since the end of World War II. This shift comes after a decade of strain in the transatlantic relationship, exacerbated by the Trump administration's perceived assault on bilateral ties in its first 100 days.

Merz's fiscal policy also marks a significant departure. He has exempted defense spending above 1 percent of GDP from the constitutional debt brake, potentially allowing Germany to become the world's third-largest defense spender. This move is a response to Germany's growing vulnerability to global changes and US tariffs, with US exports accounting for 4 percent of its GDP. Additionally, Merz announced a $547 billion infrastructure fund to address Germany's deteriorating systems in roads, railways, energy, digital, and education.
