In the city of Düsseldorf, riding is a regulated activity due to the limited landscape space. The local riding or equestrian office, which is part of the city's administration or a designated sports association, is responsible for issuing riding permits.

The cost of a full identification, including stickers with annual stickers and postage, is €39.85 for private individuals, while for riding stables it is €89.85.
Riders in Düsseldorf must carry a valid, clearly visible identification on both sides of the horse, as required by the North Rhine-Westphalia Nature Conservation Act. The new riding stickers for 2019 can be picked up at the Garden Office on Kaiserswerther Straße.
In open landscapes, riding is only permitted on roads and paths in nature conservation and landscape protection areas. The use of public transportation areas is regulated by the Road Traffic Regulations. According to these, riders must use the roadway, but not bike and pedestrian paths. Trails designated for specific user groups, such as marked foot and bike paths, may not be used for riding or leading horses.
In forests, riding is only allowed on designated horse trails. Cross-country riding over fields or meadows is strictly prohibited. Incursions into nature conservation and landscape protection areas, as well as private property, can result in a fine of up to €250.
Different user groups, including hikers, cyclists, riders, agriculture, forestry, and nature conservation, compete for this space. To ensure good coexistence of various users of natural space, the North Rhine-Westphalia Nature Conservation Act emphasizes mutual consideration.
The revenues from the riding fee are used for laying out and maintaining riding paths, and for compensating damages caused to private streets and paths. A replacement sticker with an annual sticker costs €13.40, and a replacement mark costs €5.30.
A new flyer provides an overview of riding regulations in Düsseldorf, issued by multiple associations and the Garden, Cemetery, and Forestry Office. The flyers can be obtained at the Garden Office, Kaiserswerther Straße 390, associations, and will be included in the annual information mailing.
Horse owners who already have a riding identification received a mail from the Garden Office in December 2018. The cost for private individuals for an annual riding sticker (including postage) in subsequent years is €31, and for riding stables it is €81.
