Dubai Municipality, in accordance with H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum's instructions, and in partnership with the Community Development Authority, have granted a contract for the building of five new community neighborhood councils.

Dubai Unveils Five New Community Neighbourhood Councils

Dubai is set to construct five new community neighbourhood councils as part of its ongoing urban development efforts. These councils, scheduled for completion by Q4 2025 (with the Hatta council to be finished by Q2 2026), aim to strengthen community bonds, address urban needs, and foster cultural preservation and dialogue.

The new councils will be located in Nad Al Sheba II, Al Awir II, Al Barsha South I, Al Warqa II, and Hatta. The construction of these four Dubai-based councils is part of a broader initiative to enhance community governance, livability, and cultural integration.

The community neighbourhood councils will serve as resident-managed entities, facilitating community activities and promoting wellbeing. These councils will also incorporate thematic aspects such as "harmony coordinators" to reflect cultural or lifestyle interests. For instance, some communities may adopt music-inspired themes to promote social cohesion.

The councils will be designed with low-rise, mixed-use developments that encourage interaction and accessibility. These developments will include amenities like retail spaces, gyms, pools, and multipurpose rooms, as well as community-oriented public spaces and security features. The unified architectural design will blend modern aesthetics with Emirati heritage, with the Hatta council featuring a design tailored to the region's unique heritage and landscape.

Each council will cover approximately 1,256 square metres and will include a multi-use hall, daily majlis, prayer halls, staff offices, and community amenities. The initiative supports the goals of the 'Year of Community 2025' and aligns with Dubai Social Agenda 33, which aims to enhance Emirati family well-being, reinforce national identity, and promote a cohesive social fabric.

Azizi Developments' projects, such as the Azizi David in Al Jaddaf launching in August 2025, are emblematic of this holistic approach, combining premium residences and community-based management within such neighbourhood councils.

While specific timelines and architectural plans for each of the five neighbourhood councils may still be emerging or not fully public as of August 2025, the information represents the current trend in Dubai’s urban development, highlighting community-driven governance integrated with modern housing projects launching in 2025. Marwan Ahmed bin Ghalita, Acting Director-General of Dubai Municipality, and Hessa bint Essa Buhumaid, Director-General of the Community Development Authority, have emphasized the councils' roles in strengthening community bonds and fostering cultural preservation and dialogue.
