Alterations to Landscaping Regulations
In a bid to promote a cleaner and safer environment, the Yakutsk City Duma has adopted Resolution No РЯГД-18-2 on September 10, 2025. This resolution aims to amend the regulatory act No 477-НПА from June 30, 2021, and set new rules for earthworks in the city.
The amendments primarily focus on preventing the illegal storage of construction and household waste, preserving the ecological balance, and ensuring safety during earthworks.
Owners and lessees are strongly recommended to plan earthworks in advance, obtain the necessary permits, and dispose of construction and household waste properly. The use of such waste for earthworks is strictly prohibited. Only inert materials like sand and gravel are allowed for these purposes.
Performing work outside the boundaries of the land plot is also prohibited. To maintain the integrity of the plot, owners and lessees are recommended to use only permitted materials and strictly observe the boundaries.
Adhering to these rules will help avoid administrative liability. Moreover, it is essential to ensure reliable drainage of atmospheric and surface water from the plot to prevent soil erosion. Owners and lessees are advised to organize water drainage and take into account ecological requirements.
When dumping soil, it should not exceed the level of the adjacent territory to prevent flooding and destruction. Dumping soil into water bodies (rivers, lakes, ponds, etc.) is strictly prohibited. These measures aim to preserve the ecological balance and prevent soil and water body destruction.
The amendments also aim to increase safety during earthworks. When dumping soil, the soil level should not be higher than the adjacent terrain to avoid flooding and destruction.
